Our Story
History of TMS
Trust Management Services, Inc. (TMS) was founded in 2004 with a clear purpose: to make money management more accessible, understandable, and supportive for individuals with intellectual and developmental disabilities.
Today, TMS serves more than 5,000 California regional center clients—helping each person navigate their Social Security benefits with clarity and consistency.
Building the Foundation
Our founder, Tracy M. Stein, began her work in the 1980s at Alta California Regional Center, where she oversaw the Client Trust Department. She helped manage services for thousands of people while ensuring compliance with federal and state regulations. In this role, she also trained staff on Social Security and Medi-Cal policies, building a foundation of knowledge that continues to shape TMS today.
Creating a Model for What's Possible
In 1992, Tracy founded one of California’s first nonprofit, fee-for-service representative payee agencies. Under her leadership, the organization grew to serve over 4,000 clients and administered more than $65 million. During this time she also helped develop custom software to streamline payee processes, introducing efficiencies that would later influence TMS.
Carrying The Vision Forward
After returning to Alta to support a major system transition, Tracy brought decades of experience together to establish Trust Management Services. Creating an organization grounded in expertise, integrity and deep commitment to the people it serves.
